Yes. Concrete is porous, so oil, road salt, rust, and chemical staining soak into the slab instead of sitting on it, which is why hosing a garage floor down accomplishes so little. We use industrial degreasing and high-pressure hot-water extraction, which pulls that out of the pores rather than spreading it across the floor.
Most of the time, and further than people expect. Fresh oil comes out readily; a stain that has been in the slab for years may lighten considerably rather than disappear, because the oil has migrated deep into the concrete. Yes, and it needs a different approach from a garage slab. Polished and decoratively stained floors are cleaned with pH-neutral chemistry and no aggressive abrasion, because the sheen is the surface of the concrete itself. Harsh acids and strong alkalines are what etch it, and neither goes on a polished floor here.
